How exactly do you tell your brain to effect an arm movement and how is that different from visualizing the contractions of your posterior deltoids, biceps trachii and triceps?

How do we even control the mind? How can we get inside the autonomic nervous system and even more? Are we so helplessly locked out of our mind?
